San José homeowners may be eligible for valuable rebates when replacing an existing gas water heater or gas heating system with qualifying electric heat pump equipment.

Heat Pump Rebates Available for San José Residents

Qualifying San José Clean Energy customers may currently be eligible for:

• Up to $3,500 for a Heat Pump Water Heater

• Up to $2,500 for a Heat Pump HVAC system

• Up to $2,000 toward an eligible electrical panel upgrade

• Additional rebates may be available for qualifying electrical circuits, attic insulation and other eligible improvements.

 

Enhanced rebate amounts are available to customers who meet San José Clean Energy's Environmental Justice Community qualifications.

 

Rebate eligibility, funding and program requirements are determined by San José Clean Energy and are subject to change.

Heat Pump Water Heater Rebates

Replacing an existing gas water heater with a qualifying electric heat pump water heater may qualify for:

$2,500 Standard EcoHome Rebate

or

$3,500 Enhanced Rebate for qualifying Environmental Justice Community customers

 

A heat pump water heater uses electricity to move heat from the surrounding air into the water rather than generating heat directly. This can provide an energy-efficient alternative to a traditional gas-fired water heater.

Basic Program Requirements

To qualify, the installation generally must:

• Replace an existing gas-powered water heater

• Use new qualifying heat pump equipment

• Have a storage capacity of at least 40 gallons

• Meet San José Clean Energy equipment specifications

• Include removal of the existing gas water heater

• Have the unused gas connection properly capped

• Receive required permits and final approval

 

Tankless and instantaneous water heaters do not qualify for the EcoHome heat pump water heater rebate.

Heat Pump Heating & Cooling Rebates

San José Clean Energy also provides incentives for homeowners replacing an existing gas furnace with qualifying heat pump HVAC equipment.

 

Qualifying customers may receive:

$1,500 Standard EcoHome Rebate  or $2,500 Enhanced Rebate for qualifying Environmental Justice Community customers

 

Eligible systems may include qualifying:

• Central ducted heat pumps

• Ductless mini-split heat pumps

• Inverter or variable-speed heat pump systems

 

An existing air conditioning system is not required. The program is designed around replacing an existing gas furnace with electric heat pump technology.

 

Dual-fuel systems do not qualify under the current EcoHome rebate requirements.

Additional Rebates May Be Available

Depending on your project, additional EcoHome incentives may help offset other improvements needed to complete your heat pump installation.

 

These may include rebates for:

Electrical Panel Upgrades

Qualifying projects may receive up to $1,000, or up to $2,000 for qualifying Environmental Justice Community customers, toward an eligible electrical service panel upgrade.

 

Attic Insulation

When paired with a qualifying heat pump HVAC installation, eligible attic insulation improvements may receive an additional rebate.

Electrical Circuit Prewiring

Eligible projects may also qualify for rebates for electrical preparation for:

• Electric dryers

• Electric cooking

• Electric vehicle charging

 

Program rules and equipment requirements apply to all additional incentives.

Interest-Free EcoHome Payment Plan

Eligible San José Clean Energy customers may also apply for the EcoHome Payment Plan to help reduce upfront project costs.

 

The program currently offers:

• Financing up to $5,000

• 0% APR

• No program fees

• No credit requirement

• No money down on the financed amount

• Repayment terms of 2, 3 or 5 years

• Convenient repayment through the customer's electric bill

 

The EcoHome Payment Plan is separate from the EcoHome Rebate application.

How the EcoHome Rebate Process Works

​

1. Determine Whether Your Home Qualifies

You must be a current San José Clean Energy customer and the new heat pump equipment must replace qualifying existing gas-powered equipment.

We can inspect your existing equipment, discuss heat pump options and help determine which type of installation may be appropriate for your home.

 

2. Reserve Your Rebate Before Installation

This step is extremely important.

Do not begin your installation before San José Clean Energy approves your rebate reservation.

The San José Clean Energy rebate application must be submitted by the eligible account holder. Customers are asked to provide information including photographs of their existing equipment.

Once approved, rebate funds are generally reserved for 120 days.

 

3. Select Qualifying Equipment

Your new heat pump equipment must meet the current San José Clean Energy EcoHome Equipment Specifications.

4. Complete the Installation and Permitting

After your rebate reservation has been approved, your installation can move forward.

Required permits and final permitting documentation must be completed as part of the rebate process.

 

5. Submit Your Rebate Claim

Following installation, San José Clean Energy generally requires documentation including:

• An itemized final invoice

• Proof of final permitting

• Photos of the newly installed equipment

 

San José Clean Energy reviews and approves the final rebate claim.

Environmental Justice Community Enhanced Rebates

​

Some San José households may qualify for higher EcoHome rebate amounts.

Eligibility may be based on the property's location, household income or participation in qualifying assistance programs such as CARE, FERA, SJ CARES or other approved income-based programs.

San José Clean Energy determines eligibility for enhanced incentives.

Do I have to be a San José resident?

The EcoHome program is available to eligible San José Clean Energy customers. Additional program requirements apply.

 

Can I receive a rebate for replacing my gas water heater?

Yes. A qualifying heat pump water heater replacing an existing gas water heater may currently qualify for a $2,500 standard rebate or up to $3,500 for qualifying Environmental Justice Community customers.

 

Does a tankless water heater qualify?

No. The current EcoHome heat pump water heater rebate requires qualifying storage-type heat pump equipment with a capacity of at least 40 gallons. Tankless and instantaneous water heaters are not eligible.

 

Can I install the heat pump first and apply afterward?

Generally, no. Your EcoHome rebate application must be approved and the rebate funds reserved before installation begins. San José Clean Energy has limited provisions for qualifying emergency replacements, which should be confirmed directly with the program before proceeding.

 

Can Amor Plumbing apply for the rebate for me?

The rebate application must be submitted by the eligible PG&E account holder. We can help you understand the equipment and installation information you may need, but the customer is responsible for submitting the rebate application.

 

Can I combine the rebate with the EcoHome Payment Plan?

Eligible customers may participate in both programs. The rebate reduces the eligible project cost, while up to $5,000 may be financed through the EcoHome Payment Plan subject to program approval.
